Proposals are submitted in electronic form in the format specified in the document SUPPLEMENTAL CALL FOR OBSERVING PROPOSALS - POLICIES AND PROCEDURES. Although not all details of the observations have to be submitted at this stage proposers have to justify in the proposal the required observing modes (the AOTs), the observing times needed and any special requirements, such that the feasibility becomes clear.
In Part III of this manual and in the four instrument specific OBSERVER'S MANUALS the reader is given all information on observing modes and how to estimate observing time per observation.
